Keefe Group Accused of Wrongdoing

Two businessman from Gainesville have admitted to bribery charges. They gave money to officials of the state prison system and of Keefe Commissary. This is a company from St. Louis that has been providing snacks, clothing, technology, personal care, electronics, and telecommunications services to correctional facilities since 1975.
According to a cdispatch news article, Joseph Deese, a 38 year old man, was in federal court in Jacksonville recently and pleaded guilty to conspiracy to commit bribery to James Crosby, the former secretary of corrections, along with Allen Clark, another official high up in the prison system. Ed Dugger, a 64 year old man, also make a plea. The two men will be sentenced soon.

According to federal prosecutors, Dugger began to sell insurance inside the prison after Crosby introduced him to prison guards. Then, Crosby introduced Keefe and Deese to Keefe executives and offered them a part in the prison vending business.

The men formed a company in 2004 and offered canteen services for all visitors in Florida prisons. The two men paid Crosby and Clark around $10,000 of dollars per month to operate the. They also paid Jack Donnelly, the former president of Keefe Commissary, and another executive from the company around $250,000 a year from their $1.5 million in sales annually.

The two men admitted their guilt after prosecutors mentioned taped conversations between Donnelly and Dugger as evidence from September 2009. Now, over five years have passed since Crosby and Clark were forced to step down from the accusations of bribery. There have been no charges filed against Keefe Commissary officials, however. A U.S. Attorney spokesperson did not say whether any charges would be filed. Both Crosby and Clark already served their federal prison sentences. A Florida lawyer was quoted as saying she believed that Keefe Commissary has far too many political friends to be charged for any wrongdoing. View the Keefe vendor profile on corrections.com.

Global Tel-Link

Global Tel-Link is the telecommunications firm in the United States that provides telephone services for inmates. They are the largest telecom firm working in this space, and they connect millions of calls each year from inmates and their families. However, the firm has come under considerable scrutiny for their practices, including the notoriously high prices that they charge their customers to connect. This price gouging is considered especially heinous, because inmates have no alternative service to use. IN a report by PR Newswire, this has lead to accusations of exploitation, and an investigations by the Federal Communications Commission.
The scandal (watch this YouTube campaign video) continues, as the firm was recently discovered to be paying kickbacks to prisons that award them service contracts. In many areas of government contracts, this arrangement would be considered illegal bribery. However, no such ruling has been issued in this case. Global Tel-Link profits are booming in the mean time.

GTL charges rates that are up to twenty times higher than rates paid by normal customers of cell phone service in the United States. Tel Link argues that these rates are necessary to cover their operating costs, while many opponents contest this idea and say that the money is going to prison kickbacks and executive pay. Customer Accounts Provided By IC Solutions

IC Solutions is a communication company that primarily deals with inmate telephones. They help inmates to keep in touch with their family and friends through various options such as leaving voice messages and chatting in real time via video visitation. The company offers solutions for booking to release and inmate management.

The company offers three types of accounts to its clients. They have a Prepaid Account, a Debit Telephone Account, and a Collect Calling Account. The Prepaid Account enables the customers to make a purchase of prepaid telephone services for receiving calls on a particular number. The number can be a business phone, a home phone, or a cell phone. The inmate can make the call only to that designated number.

The Debit Telephone Account allows the customer to purchase prepaid phone services for the prisoner. The main difference between the Prepaid Account and the Debit Telephone Account is that the inmate on a Debit Telephone Account is permitted to make calls to any other number that are not restricted by the facility. The funds in the debit card become the inmate’s property once the funds have been placed in their calling account. The prisoner is entitled to a refund if he or she is transferred to another facility or is released. In both accounts, the prisoners can make calls once the phone services are purchased from the debit or credit card.
The Collect Calling Account allows inmates to place calls to any facility-approved number. If a person accepts a call from an inmate, then the cost of the call will be billed on their next regular telephone bill as a line item, next to the words “billed on behalf of IC Solutions.”
IC Solutions has done a remarkable job in revolutionizing the communication system, especially in the prisons. Read more about the company on pissedconsumer.com.

Connecting Through Keefe

Everything from the ways that inmates are dressed, to what they eat, to how they interact and communicate with the outside world is often miss under stood by the general public. There are many causes for these miss conceptions like television and movies, but it is important people have a more realistic understanding about what it is like to end up in prison, jail, a juvenile detention center, or an immigration holding center while awaiting deportation. The reality is that even if an individual is not one that finds themselves as an inmate, it is more and more likely that they will know a friend, family member, or colleague that will end up in one of these facilities.
The way these inmates and prisoners communicate with their friends, family, spouses, attorneys, and love ones in general, is one of the biggest misunderstandings that the public about the prison system. A New Way to Stay In Contact With Prisoners

In America we have more than 2.2 million inmates incarcerated in our prison system. All of these inmates have the privilege of communications within the jail and outside of the jail. For decades the only option for inmates, as well as family and friends was collect phone calls. Depending on how often these calls take place, the price to stay in contact with an inmate can quickly become pricey.

New technology has changed that for our prison system, as well as helped control the contraband and illegal activity going on within the jail. Securus Technologies has welcomed a new leader in technology for our prison systems, Voice Over Internet Protocol (VoIP).

With this new system our inmates are able to communicate with people inside and outside of the jail, while constantly being monitored. This innovative technology offers many different options of communications. Inmates are able to still use the phone to have voice to voice communications, but are now offered email and video calling to stay in contact.

This new option in communications also offers our correctional officers, investigators and administration the ability to fully monitor a prisoners conversations; with the exception of attorney-client privileged communication. With this new system investigators are able to keep track and dig further into conversations that could potentially cause a risk for the officers and other inmates.

Information is stored into the system of each inmate and is kept for up to ten years. This offers prison employees a much more detailed, and in dept look at the communications between inmate/inmates and inmates/family,friends.

Global Tel-Link Systems

Global Tel-Link is one of the few firms that provides telephone service to people incarcerated in the United State correctional system. They have an exclusive contract with many prisons, and have used this contract in order to charge sky-high rates, often giving a kickback to the prison for helping them secure the contract. This behavior is making critics bring up antitrust comparisons and general concern for inmate welfare. This story has picked up some traction in mainstream media, and this recent article published by the New York Times takes a deep dive into the high cost of inmate phone calls and the human impact that this expense can create.
For normal phone carriers in the United States, telephone service can be billed at roughly four cents a minute. Tel-Link charges inmates about twenty times that amount (watch this YouTube video). Additionally, they have implemented dozens of sneaky fees and administrative costs. A My Three Cents article also tells a few tragic stories to drive home the point. After one woman’s husband was arrested for shoplifting, she has spent over $3,000 in one year to speak with him at the various jails and prisons that have held him. One woman describes how she has only been able to afford to speak with her father once or twice since his incarceration. This has negative effects on the inmates, their families and society at large. The Federal Communications Commission is taking a look into the issue, and many Americans are expecting them to take action. However, GTL pulled in record-breaking profits last year, and they show no sign of slowing down on their own.

Foster Campbell Recognized By CURE For Enhancing Inmate Communication

Citizens United for the Rehabilitation of Errants (CURE) of the Louisiana chapter recognized Foster Campbell for his giant efforts in ensuring that inmates can communicate with their loved ones. He has stopped phone service violation by service providers in Louisiana jails and prisons. Foster Campbell is a Public Service Commissioner who led the PSC investigations to monitor phone calls charges and other extra fees charged by the service providers. Correctional facilities hire specific companies to run telephone systems used by inmates for communication. The 2011-2012 PSC investigations found out that the inmate call rates were approximately 30 times higher than normal calls.
Foster and his team also found out that service providers repeatedly ignored commissions and illegally added a variety of charges to customer bills. These findings led to the enactment of new reforms. The initiative has lowered the calling rates of prisons and jails by 25% besides cancelling illegal additional fees. Despite the weakening new reforms, the investigation in Louisiana pushed for a national crackdown on the prison and jails telephone industry by FCC in 2015. In his speech, Checo Yancy, the director of LA CURE appreciated Campbell’s efforts. He added that it is rare to find elected officials being responsible and taking up active roles like Foster. He congratulated Foster for fighting for prisoners and their loved ones. In addition, Campbell expressed his pleasure to work with CURE to help Louisiana’s 40,000 inmates and their families. He said that they uncovered immoral and dishonest practices by the telephone companies. Foster asserts that he stepped in to protect inmates and their loved ones against violation, as they lack power to fight back. He concluded by lauding the people of Louisiana for condemning such acts in prisons and jails. He pointed out that it is now convenient for inmates to communicate often with their loved ones. The High Price of Crime and Phone Calls

Like many Americans, I listened breathlessly to the first season of Serial. This podcast follows reporter Sarah Koenig as she retraces the conviction of Adnan Masud Syed for the murder of his girlfriend in 2000.
Much of Serial’s content comes from recorded telephone conversations between Syed and Koenig. I never thought much about it until I came across an article in the Bloomberg that exposed the high cost of phone calls behind prison walls.

Prior to the 1990s, inmates were able to make and receive calls that cost roughly the same amount as a call placed outside the prison. However, the potential profit soon drew the attention of private firms. In her conversations with Syed, Koenig went through Global Tel-Link, one of several private phone service firms that participate in the $1.2 billion a year industry.

I always understood that in bidding wars, the lowest bid wins. However, when Global Tel-Link or another similar company submits a bid to provide phone service to a prison, it usually wins by offering the prison a portion of the charges for prisoner’s phone calls.
And the charges are exorbitant. Koenig’s 40 hours of recorded conversations with Syed would cost roughly $2500. With the current rate hovering at 89 cents a minute coupled with a $3.95 service charge, families of inmates are beginning to protest.

I read of families paying over $1000 a month to speak to their incarcerated relatives. Happily, I found that the families’ opposition to the exorbitant fees has encouraged the federal government to consider a stricter regulation of private companies. I can only hope that such companies and their high fees soon stop punishing families for the crime of speaking to their loved ones. Read more about GTL on globaltellinkreviews.com.
