California To Try New Tactic To Clamp Down On Prison Cell Phones

The State of California is nothing if not innovative. They are a pioneer when it comes to creating new systems by which they can do just about anything. You may now extend that definition to what they can do to crack down on contraband cell phones in prisons. The state is using a new system by which they hope to significantly reduce the incidences of contraband cell phones getting into their prisons. reports that California is going to install over one-thousand devices that are hidden but can detect the presence of cell phones and other material deemed inappropriate for prisons to have within their walls.

These devices will give law enforcement within the prisons much greater control over what goes on within those prisons, and it will enable them to respond more quickly to situations that arise when illegal material such as this is brought into the prison.

Global-Tel-Link, the nation’s largest prison phone company is providing the investment required to make these systems happen. It is pretty obvious why they would like to have a hand in this, but it is also something that is going to help California cut down on a problem that it has had for some time now. Therefore, at least some advocates believe that this is a rare situation in which everyone wins.

In 2016 from just January through August prison officials in the state took away about eight thousand cell phones from inmates. They are battling against these phones getting in, but they are falling behind in this fight in a lot of ways. As a result, it is not that difficult to understand why those who work for prisons would like to see new systems put in place that help them do their job. At the very least it will eliminate some of the work that they otherwise would have had to do in person.

The Costs Affects of Inmate Communications

It is a fairly understood concept these days that our prisons are costing our states and counties a great deal in tax dollars and resources. They are great for providing a lot of jobs and keeping our streets safe but they can also be a true economic burden. One of the largest expenses that is being faced by our prisons is the cost of inmate communications.

The cost to maintain low call rates in prisons produces a lot of stress on those that are running the prisons. There are really two schools of thought on how they can be managed. Some prison officials believe that based on research it is best to allow inmates to have the ability to communicate with their loved ones on the outside as much as possible in order to help maintain bonds with the outside world, while simultaneously keeping the prison happier. Others believe that there is no valuable importance in these outside communications, and they are a sheer financial burden on the prison and the community.

In a recent article in the Tribune by Matt Fountain, entitled “New Jail Phone Service Rules With Gut Sherriff’s Inmate Fund”, these issues are discussed. The article discusses the new federal regulations that have been placed upon the jails and prisons phone services due to the fact that there have been on-going price gauging from the communications companies. According to the article, these changes have been a long-time coming. In fact, some of the originations of these new regulations actually began back in 2004.

In terms of the rates for calls themselves, Matt writes that “under the new rules, the service will cost users a flat rate of $0.30 per minute, of which the county will now receive a commission of $0.05 per minute, or about 17 percent of the gross revenue, according to its contract with GTL. It is not clear if and when the FCC will re-evaluate or adjust the mandated rate.” These numbers will in tern affect the bottom line of the prison, as well as, the pockets of the prisoners and their families.

How Much Is Support Worth?

Jail is supposed to be a place where people receive punishment for the crimes they did. It is supposed to be a place of repentance, growth and reform. Technically, inmates should not be having fun in jail. However, inmates should have access to support if anyone in the outside world wants to give it to them. Contact with family members, friends and other supportive people provides the inmate with hope and motivates that person to become a better person. An inmate who has no communication with anyone from the outside world is more likely to return to jail than someone who has the support. Just how much is that support worth, however? Should hope cost almost $100 an hour?

People don’t know whether to view Global Tel Link as a blessing or a curse. The communication company is often the only link between inmates and their loved ones. GTL has found a way to dominate many of the jails through kickbacks and contracts. Inmates that want to speak to their loved ones are left calling collect and forcing sky-high bills on the people who care. The Global Tel Link is on the receiving end of many complaints and less-than-raving reviews. Some people have even gone so far as to try to have the company investigated. Global Link doesn’t feel as though it’s doing anything wrong. According to PR News‘ report, the way the company see it, it is providing a much needed service to the families of people who would otherwise have to send snail mail. Never mind that the price of one phone call can sometimes be as high as the rent.

Perhaps the massive number of complaints from Consumerist groups will prompt a governmental entity to restrict companies like this one. Until then, desperate spouses and supporters will most likely keep on paying the absurd prices.

IC Solutions Deploys Counterintelligence Tech to Fight Gangs

IC Solutions, the nation’s leader in inmate communications services, has taken the fight against the grave threat that prison gangs present to the next level. It has developed versions of the same technologies deployed by the NSA, CIA and CENTCOM in their fights against bad guys across the globe. Only this time, these technologies are turned homeward against the threats of military-style prison gangs.

A deadly threat to law and order

The United States, perhaps more than any other developed nation, has grappled with serious gang problems, both within its prison system and on its streets, almost since its inception. This is primarily due to the racial and ethnic heterogeneity that has been an ever-present feature of the so-called world’s melting pot. This breakdown among racial lines has given rise to some of the most powerful gangs in the world, gangs whose reign extends far beyond prison walls. For example, the Mexican Mafia, one of the largest Hispanic prison gangs, controls much of the street crime in Southern California, mostly from within California’s prison system.

This has led to a situation where the jobs of prison staff often closely resemble those of soldiers and counterintelligence personnel. Perhaps the largest problem that staff in gang-infested prisons faces is the threat of unauthorized communications. Civilians frequently underappreciated the severity of threat that something like an unauthorized cell phone or a banned person talking to an inmate presents. But these breaches can quickly lead to bloodbaths.

IC has deployed its Voice Biometrics suite to combat the scourge of unauthorized communications on prison phones and illicit cellular devices. The system can positively identify any known party’s voice within milliseconds and is capable of monitoring all communications channels within the prison. Guards are quickly alerted to contraband devices or banned persons initiating communications with inmates. This technology secures prisons and saves lives.
